Staying one step ahead of fraudsters
The municipality of Nissewaard uses facial comparison software from Oribi and Centric Burgerzaken.
Identity verification is becoming increasingly important, and this is a valuable tool, say Civil Affairs specialists. The integration of Oribi with Centric Civil Affairs makes this even easier.

Using Oribi from Centric Civil Affairs
The municipality of Nissewaard is located on the island of Voorne-Putten and was created in 2015 by merging the municipalities of Spijkenisse and Bernisse. The municipality has approximately 87,000 inhabitants, and the town hall is located in Spijkenisse. Eveline van Cranebroek and Ineke Jongeneelen both work as Civil Affairs specialists at the municipality.
They handle naturalization and the registration of foreigners. They use Centric Civil Affairs and Oribi facial comparison software for this purpose. The municipality has been working with Centric Civil Affairs and Oribi for years for facial comparison and document verification. The integration of Oribi into Civil Affairs is a new feature.
This means users no longer need to open the facial comparison software separately, but can use all of Oribi's functionality directly from Centric Civil Affairs. When applying for a travel document, it works as follows: the old travel document is scanned, and Centric Civil Affairs prepares the photo of it in the Facial Comparison step. The camera at the counter takes a photo of the resident, which is compared to the photo on the old document.
The counter clerk then scans the new passport photo the resident brought with them. This also appears on the screen. If it matches, the identity is confirmed, and the clerk can proceed to the next step in the process. What happens if there's no match between the photos? The system issues a warning, and the counter clerk decides what to do next.

The integration of Oribi and Centric Civil Affairs works for the processes of travel documents, driver's licenses, first-time registration, and naturalization. Hamza Libari, Application Manager for Civil Affairs, explains that all counter staff recently switched to the integrated application. "In terms of functionality, nothing has changed. The integration is mainly easier for staff, because they can do everything from the same portal. It's also expected to save some time," Libari says.

"The facial comparison gives us certainty that an application is valid," says Jongeneelen. It also shows that the municipality takes identity verification seriously. Van Cranebroek: "That deters some people. I once saw people leave because they saw the camera. They handed me a travel document that I wanted to examine more closely. When I returned to the counter, they were gone." Generally, however, residents respond well, they say. "Apart from that one time, people cooperate. Nobody says they don't want to be photographed," says Jongeneelen. They would recommend the application to everyone, especially in these times. Van Cranebroek: "It's becoming increasingly easy to manipulate photos. At the same time, identity verification is becoming increasingly important. This is a particularly good tool for establishing identity." "Fraudsters are getting smarter, and with these kinds of applications, we stay one step ahead of them," says Jongeneelen. But, Van Cranebroek adds matter-of-factly: "They are tools. You have to remain very attentive to everything you do."
